1. Combine salt, dried thyme, dried oregano, cayenne pepper, hot paprika, fresh ground black pepper, fennel seeds and coarse salt.
2. Arrange halibut fillets in ceramic baking dish.
3. Brush fish with oil.
4. Pat fillets with fish rub.
5. Season with salt and pepper.
6. Cover and refrigerate 1 hour.
7. Preheat grill to medium heat.
8. Brush grill rack with oil.
9. Grill fillets 2 to 2-1/2 minutes on each side until browned, and just cooked through.
10. Serve hot with lime wedges.
